Because it's tradition in Vienna to clap along to the beat. The audience clapped during the piece's first performance to show their enthusiasm? and enjoyment, so it is now expected. The Philharmonic usually plays it just before midnight on New Year's Eve. It wouldn't be a fun New Year's concert if they didn't.

This piece appears in the Korean Drama BEETHOVEN VIRUS. I mistakenly thought it was a Sousa piece. But when I re-watched part of the series, I learned it was a Radetzky march. Thank you for explaining the history of this work.?

Nothing... 3 years ago, there was a New Year's concert in Istanbul. The orchestra? played the same piece and the audience clapped... The audience was so into it that the orchestra was compelled to play it all a second time xD. Ahh... that was a wonderful concert, too...
